03-09-11 – John C. Goodman, President and CEO of the National Center for Policy Analysis testified before the House Energy and Commerce Committee Subcommittee on Health hearing. Congressional members debated
provisions in the Patient Protection and Affordable Care Act (ACA) and five related bills to eliminate advanced appropriations made in the law. Former Rep. Ernie Istook (R-OK) of Heritage Foundation and Sen. Joe Vitale (D-NJ) also testified.
Unbeknownst to most members of Congress, at the last minute $105 billion of spending in the Obamacare bill was not only authorized, it was also appropriated, and made mandatory – like Social Security and Medicare – and not subject to the annual appropriations review by Congress.
