The price tag to move PAETEC Holding Corp. 14 miles along Interstate 490 from its Willowbrook Office Park digs in Perinton to the heart of Rochester’s downtown Midtown redevelopment effort will include nearly $6.4 million in county tax breaks.

The County of Monroe Industrial Development Agency on Tuesday approved a slew of sales, property and mortgage tax breaks over the next 10 years for the telecommunications company and its plans to build a new corporate headquarters.

In exchange for those tax breaks, PAETEC is committing to initially move 700 of its 838 area employees to the 223,000-square-foot building and create 70 additional jobs over the next three years. Eventually, the telecommunications company anticipates having 1,000 workers in the headquarters building, Bret Garwood, the city’s director of business and housing development, said at the meeting.

No PAETEC officials were at the COMIDA meeting.

Speaking on the company’s behalf, Garwood said, “Everyone knows how important this project is to the city. I’d hate to know where Midtown Plaza would be today” without PAETEC’s involvement.

That headquarters building is the centerpiece of Midtown redevelopment plans. Six buildings making up the Midtown complex are being demolished now to make way for the headquarters and a number of other developable parcels.

PAETEC Chief Executive Officer Arunas Chesonis has previously said that as PAETEC was looking at options for its space-constrained headquarters, it had investigated moving to a Rochester-region location outside of Monroe County.

The COMIDA tax breaks are among a long list of public-dollar assistance the PAETEC project is receiving, including $9 million in state and city grants tied to job growth, a reduced rate on monthly parking passes, and a variety of tax credits. According to PAETEC’s COMIDA application, bank financing will cover $16.5 million of the $60.3 million headquarters cost, with taxpayers footing $31.5 million.

According to COMIDA estimates, the county will see a $43 million tax benefit for its $6.4 million in tax breaks.

Construction on the headquarters building is expected to start this fall, with PAETEC moving in by late 2013.

Other projects receiving COMIDA-approved tax breaks Tuesday were:

A $1.3 million expansion of the Monroe School Transportation Inc. facility at 970 Emerson St. The charter, shuttle and bus rental company plans to add 29 positions. It is receiving $167,500 worth of mortgage, sales and property tax breaks. A $2.4 million expansion of Lake Beverage Corp.’s Henrietta warehouse. The beverage wholesaler will use the 44,000-square-foot expansion, which includes an 8,000-square-foot cooler, to accommodate growing demand for craft beers, said owner Bernie Schroeder. The company plans to add three positions within three years. It is receiving $303,500 worth of mortgage, sales and property tax breaks. $224,000 in new equipment as General Code LLC relocates within Gates to a larger facility. The document management company plans to add three full-time positions this year and 30 to 40 within the next few years, said CEO Gary Domenico. It is receiving $17,900 in sales tax breaks. Construction of a $1.8 million store on West Main Street in Honeoye Falls to be used by Tractor Supply Co. The store will employ 11. It is receiving $69,000 in sales and mortgage tax breaks. $500,000 in new equipment and upgrades to 400 Trabold Road in Gates as precision sheet metal contract manufacturer TCS Industries Inc. relocates within Gates. TCS plans to create four positions within two years. It is receiving $21,500 in sales tax breaks.

$660,000 in new equipment for Webster Precision Fabrication Inc. as the metal fabrication and machining company starts up. It employs three and expects to add four positions within a year. It is receiving $5,100 in sales tax breaks. MDANEMAN@DemocratandChronicle.com
