On Libya – politico.com/morningdefense

THE HOUSE WILL VOTE ON A PAIR OF LIBYA RESOLUTIONS TODAY, one by Democrat Dennis Kucinich that would require a U.S. withdrawal from the operation and an alternative from GOP leaders that bars the use of any American ground troops in the North African nation and notes that Obama did not ask Congress for authorization to engage in a bombing campaign with NATO. Guess which one is more likely to be adopted. http://politi.co/lCP8PG

THERE’S A LOT OF SUPPORT IN THE HOUSE to go on the record with lawmakers’ disapproval of how the operation has been conducted – as we reported, the House last week adopted a ban on ground troops in Libya by a 416-5 vote as part of the fiscal 2012 defense authorization bill – but the administration isn’t happy, preferring instead a Senate resolution that endorses the mission.

GATES BLASTED THE UPCOMING HOUSE VOTES, warning they would undermine NATO and its military operations. Geoff Morrell, the Pentagon press secretary, issued a statement saying: “Secretary Gates believes that for the United States, once committed to a NATO operation, to unilaterally abandon that mission would have enormous and dangerous long-term consequences.” http://politi.co/kgaltY

THE ADMINISTRATION RESPONSE APPEARS TO HAVE INFLUENCED SOME MEMBERS – Democratic leader Nancy Pelosi, one of the 416 who voted for the ban on ground troops in Libya last week, says both resolutions, “as currently drafted, do not advance our efforts in the region and send the wrong message to our NATO partners.”
