For years now, the state budget has been the subject of intense scrutiny as multi-billion-dollar deficits have forced cuts to the state’s General Fund. California’s highest-salaried nonacademic employees, however, reside outside of that system, working in departments that are funded by bonds or special revenues.
This world isn’t as well-known.
