China’s neighbours are also worried by the country’s growing muscle. Over the past couple of years, China’s maritime disputes with Vietnam and Japan have taken on a new bitterness. The Indians say China is becoming more assertive about its claims to parts of Indian territory. The South Koreans are jumpy about China’s relationship with the north. The dark interpretation of China’s actions is that nationalist forces and the country’s military are becoming more influential in Beijing. A younger generation is coming to power, schooled to believe that China has been victimised by the outside world because it has been weak. New CNAS report details ‘hard choices’ on defense

FIRST LOOK – A report out later this week by the Center for a New American Security adds its voice to the ideas that current U.S. defense strategy won’t survive planned cuts to Pentagon spending, and that the most drastic cuts would significantly increase the risk to national security.
THE REPORT – APTLY ENTITLED “HARD CHOICES” – lays out four specific scenarios, depending on how deeply DOD spending is cut, ranging from the $350 billion over 10 years mandated in the Budget Control Act to the nearly $1 trillion that would result from automatic cuts if the debt-reduction supercommittee doesn’t come up with its own proposal.
ALL FOUR SCENARIOS DEPEND ON A CHANGE IN STRATEGIC FOCUS away from the current wars in south and central Asia to another emerging threat: China. “The U.S. military should focus on the Western Pacific and Indian Ocean and broaden engagements along the Pacific Rim, largely through a stronger maritime and air presence as well as the strategic use of ground forces to support key allies,” the report says. “While the United States should remain engaged with key allies in South and Central Asia, it should pursue a more limited defensive military posture focused on limiting nuclear proliferation, preventing a major Indo-Pakistani conflict and disrupting terrorists capable of striking the United States.”
TOUCHING THE THIRD RAIL – The report notes that risks to national security from DOD spending cuts could be mitigated by reforming military pay and benefits, though such reforms “face enormous political obstacles that make them difficult to achieve in the near term, even though spiking costs will probably make them necessary in the long term.”
WHY DOES THIS MATTER? CNAS has influence inside the Pentagon – Flournoy is a co-founder and other alumni of the think-tank work in key DOD jobs. This report could be a good indicator of what DOD officials may recommend in their own strategic review.
