A Rochester woman is facing federal charges in a multi-million dollar tax refund scheme. Prosecutors say 36 year old Michelle Torres was involved in a scheme that used stolen identities and fabricated wages to file fraudulent income tax returns with the IRS.

More than 8000 federal returns were filed by a company in the Bronx –claiming refunds totaling more than $45 million dollars. Of that, 590 returns totaling more than $3 million dollars were sent to various locations in the Rochester area.

Prosecutors say Torres collected the refund checks and forwarded the money to the scheme organizers in New York City. She’s being charged with conspiracy, mail fraud, identity theft and filing false claims.
