ALBANY — The new state Republican Party chairman, Nick Langworthy, appeared at the state Capitol on Monday to denounce Gov. Andrew M. Cuomo’s appointment of Jay Jacobs, the state Democratic Party chairman, to a newly created commission that will implement a system of publicly financed elections in New York.
