    The possibility of a “runaway convention” is a myth, and a fear tactic of those who think only Congress should amend our Constitution. In fact a Convention of States under Article V can only propose Amendments, which in turn must be ratified by the States in order to take affect.

    But don’t worry, the States have no more representation in Congress anyway, ever since the 17th Amendment. The House was supposed to represent the People, and the Senate was supposed to represent the sovereign States. – Senators were elected by State legislatures, not the general population, which elected Representatives.

    The States can still call a convention, however, and a Convention of States may be our last hope of avoiding civil war.
